Policy Reforms & Transparency Initiatives

The DDA has implemented various policy reforms aimed at increasing transparency and accessibility in its real estate offerings. These include the adoption of e-auction processes, amendments to eligibility criteria to allow a broader range of buyers (even those with existing small properties), and active surveying of land pooling zones to expedite housing and infrastructure projects. Efforts are also underway to redevelop Lal Dora land and facilitate plotted development for smaller landowners, alongside administrative reforms for quicker case resolution.

Affordability & Accessibility in Specific Areas

Despite general concerns about high property prices in Delhi, DDA offers affordable housing schemes and plots in certain areas. For example, Dwarka and Sabhapur Extension are noted for providing DDA-approved plots with essential amenities like Delhi Jal Board water and BSES electricity, along with good connectivity, at relatively reasonable rates.

Flexibility for Plot Owners

Purchasing a DDA residential plot offers significant flexibility, allowing owners to design and construct a home tailored to their specific preferences. This approach often leads to greater long-term appreciation in land value and provides opportunities for generating rental income from additional constructed spaces. Furthermore, the option to merge adjacent plots is available, enabling the creation of larger, more expansive properties.

Is it possible to merge 2 adjacent plots in Delhi? | We already have a plot in South Delhi and the adjacent plot next to use is also up for sale. Is it possible to buy that plot, and build a new house on both the land.

SN
Smita N.

Building a house is better because: 1. Land value increases more than flats. 2. Your Life, your house , your rules. 3. If you are sentimental about the space you are in, the house architecture and design would be a priority and building can be customized to fit your preference. 4. Having extra space, for example extra room or floor can be a source of rental income.

Infrastructure Development & Future Potential

Several DDA plot areas are earmarked for significant future infrastructure development. For instance, Rohini Sector 34 is projected to have a metro station and Delhi’s largest sports complex, enhancing its livability and investment appeal. Additionally, some auctioned plots in Vasant Kunj are being offered with planned infrastructure upgrades, including improved roads, water, sewer lines, and new parking facilities.

Unaffordability & Market Manipulation

Properties in Delhi, including those offered by DDA, are widely considered unaffordable for the middle class. This is attributed to inflated prices driven by the prevalence of black money in real estate transactions and the practices of brokers who often quote higher prices than owners. There is a perception that DDA's offerings disproportionately cater to wealthier segments, and its allocation policies can sometimes lead to artificial price increases, forcing genuine Delhi residents to pay premiums.

How easily good properties in Delhi are now asking 2-2.5 Cr. When will middle-class folks actually afford a house? Everyone already knows that black money, especially from babu log and political circles, has kept prices inflated beyond reality.

Lack of Basic Infrastructure & Long Delays

A significant and recurring issue for DDA plot allottees, particularly in areas like Rohini Sector 18, 36, and 37, is the severe and prolonged absence of basic amenities such as water and electricity. Residents often face waits spanning years, and even decades, for these essential services. Furthermore, there are documented cases where DDA has failed to deliver promised infrastructure, including roads, that were part of the original allotment plans. The Delhi High Court has also ruled that DDA has no obligation to provide infrastructure for plots sold 'as is where is'.

Poor Planning, Quality & Development Delays

The DDA faces criticism for its historical failures in planned urban development, which has resulted in a significant shortage of housing supply and the proliferation of unauthorized settlements. Key initiatives like the Delhi Master Plan 2041 and land pooling policies have experienced substantial delays, hindering comprehensive urban growth. Concerns also extend to the perceived low quality of DDA's construction (for flats, but indicative of overall standards) and a perceived lack of expertise compared to private developers, further compounded by restrictive building norms that limit high-rise development.

Mumbai with lower FSI than Delhi having 250-300 mtr Skyscrapers on random 2 lane road 😭😭. Delhi seriously needs to allow private developers in the city to capitalise on this FAR because DDA simply lacks the expertise and will to create enough and good housing projects of city.

DDA was created to plan & develop Delhi and was the sole supply of dwelling units. After 70 years, Less than 35% of the population lives in housing created by DDA. The supply shortage lead to migrants moving to unauthorised settlements.

Low Appreciation & Demand for Older Properties

Older DDA properties, particularly flats, have shown minimal appreciation over several years and are often difficult to sell. They are perceived as lacking modern amenities and are sometimes described as 'dusted,' indicating that DDA's older developments may not represent strong long-term investments compared to newer, privately developed options.

I own a 35 year old DDA flat in Delhi ... they were quoting a price of 1.25 Crore back then. Now I rechecked with them once again and they said it can range from 1.35-1.40 Crore which I feel is very less appreciation in 4-4.5 years.

Corruption, Encroachment & Mismanagement

The DDA faces persistent allegations of corruption, including instances of officials collaborating with property brokers, illegal occupation of vacant plots, and the involvement of land mafia in certain areas like Mustafabad. There are also concerns about DDA's inability to effectively prevent encroachment on its land and plots, leading to unauthorized constructions, illegal conversion of residential plots into commercial or industrial units, and a general lack of enforcement.

Technical & Information Issues

Prospective buyers and allottees encounter practical difficulties with DDA's administrative and online systems. These issues include problems with depositing Earnest Money Deposit (EMD) for e-auctions due to website glitches and a general lack of clear, accessible online information or detailed maps for available plots.

I cant find any information about it online. Whether it requires any registration or approval. Since we'd be breaking down the current plot and building a house on BOTH the plots. I tried to go through DDA's pdfs but no mention of such a scenario
